§ 12.01. City Power Illustrated.

The City shall have full control of streets, streams, and public places; may acquire, manage and dispose of real, personal and intangible property by any means permitted by law; regulate businesses and amusements as it deems necessary or desirable; protect the public health, safety, peace, morals and welfare; and do all things permitted by law to be provided for in its Charter whether herein enumerated or not.
